In a treasure chest located in the Special Charter Shaft area of the Henne Mines. It has a very rare chance of appearing and will quite often take quite a number of attempts to obtain as it will only appear 10% of the time.

The best strategy for obtaining this Technick (which is probably the most difficult and frustrating one to obtain) is to check the area for the treasure chest and then run back out of the zone to the Phase 2 Shaft area. From there, rezone back in and travel back to where the treasure chest spawns.

Eventually the monsters will stop spawning and you will have a clear route to the chest to make additional runs.

Alternatively, travel to the Special Charter Dig area if you have already defeated Zodiark.

Wither
Effects:
Lowers the Strength of the target to 50% of their base Strength.

Tips:
Very few enemies are immune to this spell and it can often be used quite a few number of times (but not infinitely). This is one of the most useful Technicks in the game and should be used on all bosses and high level Marks as it greatly reduces the amount of damage that the target can do with regular attacks.

Where to find it:
In the Subterra section of the Pharos at Ridorana. Look for it in the northernmost section of the Abyssal floor. Check the Subterra side quest section for more information on how to get to the Subterra and be prepared to have to exit, through the doorway back into the central circular area, and back in to the northern section again as it only has a 10% chance of appearing.

1000 Needles
Effects:
Deals 1000 damage to an enemy.

Tips:
Can be useful at a very specific point of the game where 1000 damage is a high enough amount of damage to switch to using this Technick.
