Penelo
Penelo is a young woman from Rabanastre and a close friend of Vaan, joining the party early in the story. She is a level-headed, resourceful presence among the sky pirates and royalty she ends up travelling with.
Penelo has the highest MP in the party and the second-highest Magick Power, but the lowest Strength and HP, which makes her a natural fit for spellcasting and support rather than the front line. The table below shows where she ranks.
Stats
The table below ranks all six party members in each stat at Level 99 in The Zodiac Age. A ranking of 1 is the highest in the party for that stat, and characters with the same value share a ranking.

The gaps between each character’s stats are very small, and most stats can be raised to the maximum values with equipment and the License Board. Check out the Best Party section for a more detailed analysis of character stats.
Attack Animation Speed
Penelo is the slowest character in the party with crossbows and guns, taking about 0.2 seconds longer per shot than everyone else.
It will not come up early on, but it is worth remembering if you ever consider building her around a gun as a Machinist or handing her a crossbow. She is better served sticking to melee weapons or magick. Check out the weapon attack speed breakdown for the full picture.

Penelo’s strong Magick stats lean her towards a caster or support role.
