O’aka XXIII, merchant extraordinaire, is a traveling salesman that follows your team as you travel across Spira. There are various points of the game where you can purchase items from his traveling shop.
During your first encounters with O’aka XXIII, including onboard the S.S. Liki, in the city of Luca and along the Mi’ihen Highroad, you will be given the opportunity to donate money to him in order to help him along in his travels. Gil that you donate to O’aka will cause him to discount his prices for you later on in the game.
So how much gil should you donate to O’aka? Or should you donate any gil at all?
Donating gil to O’aka XXIII has the following effect:

0 to 100 gil | 100% increase to base price. |
101 to 1,000 gil | 50% increase to base price. |
1,001 to 10,000 gil | 20% increase to base price. |
10,001+ gil | 30% decrease to base price. |
You should endeavor to donate 10,001 gil to O’aka XXIII by the time you reach the Mi’ihen Highroad. That being said, O’aka’s wares are not critical to the success of a playthrough, and you can get by without any discounts in his shop. Don’t worry if you have already passed the Mi’ihen Highroad and did not donate to his cause.
During the later chapters of the game, after you view O’aka’s items, he will ask you “Too expensive, ye think?” and you will be presented with three options: too pricey, just right or too cheap. The option you select will have the following effect:

Therefore, when you are speaking to O’aka XXIII later on in the game, you should have a look at his shop, exit the shop, and tell him that his wares are “too pricey” before making any purchases.
Below you will find a full list of the items in O’aka XXIII’s shops. Note that the price listed is the base price for items. You will need to use the two multipliers listed above, applying any discounts you may receive, in order to come up with the actual amount of gil that he will charge you.
Additionally, note that two of O’aka XXIII’s shops are actually run by his younger brother, Wantz. Those two shops are noted below:

** Wantz will appear in Macalania Woods towards the end of the game but only if you speak to him when you see him along the Mt. Gagazet Trail.
