Floating Eye is an Eye/Bat-type enemy that you can find along the Mi’ihen Highroad. You need to capture five of each Eye/Bat-type enemy to unlock One-Eye in the Species Conquest section of the Monster Arena.
There are no specific strategies required to take down a Floating Eye. They are a flying enemy, though, so have Wakka use his Blitzball attacks or have Lulu use her magic to take them down. Evil Eye is weak to lightning-based magic, so have Lulu use either 
Thunder or Thundara on them.
