Valaha is a Ruminant-type enemy that can be found in the Cavern of the Stolen Fayth. You need to capture five of each Ruminant-type enemy in order to unlock Juggernaut in the Species Conquest section of the Monster Arena.
Valaha can do a fairly heavy amount of damage to your party members. The best strategy is to have Wakka use 
Dark Attack or Dark Buster on them to blind them, which will prevent them form being able to land their physical attacks.
Kimahri can use 
Lancet on a Dual Horn to learn Fire Breath for his Ronso Rage Overdrive.

They can be found in the Cavern of the Stolen Fayth though they tend to be fairly rare. Unfortunately there are no secret spaces that you go to find them more easily - just keep at it!
