This quest is unlocked when you reach 
Back to Their Origin, the last Main Scenario Quest and only appears after you’ve completed the Trial and Error Optional Quest.

Look for Gav up in the Ale Hall of the Hideaway.
Quest Details
Travel to the 
Martha’s Rest Obelisk and use the map below to track down the three merchants that you need to speak to:
Next, the quest marker will move outside of Martha’s Rest towards Rhiannon’s Ride. Exit Martha’s Rest through the north exit, jump on your 
Chocobo, and head towards the broken-down shack. Search the inside to find the 
Silver Chocobo Feather.
Return to Hideaway and speak with Gav. Then head to the infirmary to talk to Edda to complete the quest (after a lengthy bit of dialogue).
