This quest is unlocked when you reach 
Back to Their Origin, the last Main Scenario Quest, and only appears after you’ve completed the On Balance Optional Quest.
Quest Giver and Location
You can find Josselin, one of the children involved in the On Balance Optional Quest, in the Atrium of the Hideaway.
Quest Details
Head down and speak to Mid in her dungeon below the Atrium.
Next, talk to Ronan, the Cursebreaker in the mess.
Following those two conversations, make for 
The Auldhyl Docks Obelisk and search the two for two bottles of 
Shipwright’s Tallow.
After you have them both, travel to the Dravozd Obelisk, hop on your 
Chocobo, and head towards Uld Bizda in the northern section of the fields of Corava. Once there, you’ll find a “Desert Tor”, which is just another tortoise enemy with the same moveset as the ones you’ve faced before. You’ll receive the Adamantoise Shell after defeating it.
Return the items to Mid in her dungeon and then speak with the children one more time to obtain the 
Brass Cogwheel. Give this item to Mid to complete the quest.
