Friend of the People Optional Quest.

Speak to Mathieu, the Oriflamme Official, standing on the rampart near the soldier garrison in the east section of Northreach.
Quest Details
This last Optional Quest is another delivery quest. Clive will be tasked with delivering 
Bearer Comestibles to three Bearers located around Northreach. The only complication is that you’ll have to skip past the closest Bearer, the one healing the soldier just below the ramparts, and deliver to them last. Otherwise, follow the quest markers to complete each delivery.
The quest concludes near the Veil after you speak to the Veil Courtesan.
