The mark for this mission is close to the Cie’th Stone, to the northwest near the pond, still within the Central Expanse area of the Archylte Steppe.

The Kaiser Behemoth does not move or patrol around the area close to the pond, but despite how easy it looks like it would be to sneak up on it and get a preemptive strike, this is nearly impossible, so don’t waste too much time trying.
The Kaiser Behemoth is capable of pumping out a ton of damage to your party member so start off in a more defensive paradigm to get some buffs like 
Protect and 
Shell up on your party. Also note that like other Behemoth-type enemies, once you get the Kaiser Behemoth’s HP low enough, it will stand up on two feet and regain all of its health back. It will also start dealing a lot more damage to your party.
